Programs: Child Care Subsidy
The Department of Social Services (DSS), which is the local purchaser of subsidized child care for the Division of Child Development, in a systematic approach, will reimburse Star 3, 4, or 5 rated child care providers monthly through the agency's existing reimbursement system according to the procedural guidelines already established by the Division of Child Development. The Department of Social Services will report on and fund wait list subsidy requests when Star 3, 4, 5 child slots are available. Smart Start funds will not be used, directly nor indirectly, to place at risk income-eligible children in Star 1, 2 programs. The Department of Social Services will report on child placement by Star rating levels and programs which utilize Smart Start funding. DSS will also report on child placement by Star rating levels and program names which utilize DSS funding. A separate report chart on Smart Start funding and DSS funding by Star level and programs will be submitted with the quarterly report on children with special needs. Children, age four and eligible for the More At Four subsidy program, will be counseled and supported with the More At Four enrollment process by the Department of Social Services' social workers.
