Evaluation2006-2007 Allocation: $61,852 Organization: Smart Start of Buncombe County Through this activity, program evaluation and monitoring of all direct service providers will be conducted in order to strengthen activity design, implementation, data collection, and reporting. Functions of this activity will be to: assess programs' and the Partnership's effectiveness; research program design strategies; provide programdesign modifications as needed; and research evaluation strategies. United Way's Logic Model will be used to evaluate direct service providers' outputs, outcomes and document data collection methods. Technical assistance will be offered to direct service providers and may include work in the following areas: development of logic models; selection of measurement tools; data collection and reporting; and NCPC's Performance-Based Incentive System. Evaluation staff will support the Board's Program Planning Committee's work by collecting and assessing data available through community resources, which may include developing and conducting surveys and facilitating focus groups.
