Sustaining Facility Quality - Facility Incentives2006-2007 Allocation = $839,744 Organization: Smart Start of Buncombe County The Sustaining Facility Quality — Facility Incentives will provide participating eligible, regulated childcare centers and homes monetary incentives, based upon specific designated criteria, to sustain the high quality of childcare already achieved and to build capacity within the childcare system for children age 0-5. Participating childcare facilities must be a regulated childcare facility in Buncombe County, have documentation approval for accepting subsidized children, attend an orientation session, complete an application, and achieve self-selected criteria as specified by Smart Start, providing documentation as required. Eligible facilities may achieve 1,2,3,4 or up to 5 designated criteria from the following: no more than 25% teacher turnover quarterly; state license of Star 3, 4, 5 or national accreditation; health insurance and sick leave benefits for teachers and/or enrolling infants/toddlers (under 19 months of age) in a Star 3, 4, 5 state licensed facility. Additional monetary incentives will be added to the base Star 3 incentive for Star 3, 4, 5/nationally accredited facilities who achieve an average rating of 5 points on Division Child Development approved environmental rating scale assessment completed by independent assessors.
