Preschool Intervention / Inclusion

Conducted by: F.I.R.S.T.
A team of clinicians will provide direct services to preschoolers with special needs and offer education and technical assistance to childcare providers and caregivers.

Child Care Health Consultants

Conducted by: Buncombe County Health Center
Child Care Health Consultants will provide health and safety consultation, on site education for childcare providers, and immunization record compliance oversight.

Early Intervention Liaison

Conducted by: Buncombe County Health Center
The Early Intervention Liaison will provide on site educational and technical assistance for Buncombe County pediatricians, general practitioners, and their staff to successfully integrate a comprehensive developmental screening process for children 0-5 into their practice.

Early Childhood Dental Initiative

Conducted by: Buncombe County Health Center
A full-time Project Coordinator, plus part-time contracted or staff Public Health Dental Hygienists, will target preschool children who have never received a dental screening.

The Coordinator will nurture, support, and teach families and caregivers to successfully prepare their children for kindergarten through Learning Groups.

A Director and part-time Coordinator will promote children's successful transition to kindergarten through staff development, technical assistance, and parent education.

Child Care Quality Improvement Coordination

Conducted by: Puckett Institute Learning Alliance
In partnership with Smart Start, will provide a coordinated quality enhancement program for childcare providers to improve the quality of childcare for children, birth to age five.

Collegiate Education for Child Care Personnel

Conducted by: Asheville-Buncombe Technical Community College
Community college instructors will offer a variety of early childhood education courses to childcare providers, directors and students interested in pursuing a career in early childhood education/care.

Sustaining Facility Quality — Facility Incentives

Conducted by: Smart Start of Buncombe County
Provide participating eligible, regulated childcare centers and homes with monetary incentives, based upon specific designated criteria, to sustain the high quality of childcare already achieved and to build capacity within the childcare system for children age 0-5.

Sustaining Facility Quality — Individual Incentives

Conducted by: Smart Start of Buncombe County
Childcare caregivers and directors will receive grants for criteria-based achievements as specified by Smart Start.

Child Care Subsidy

Conducted by: Buncombe County Child Care
Buncombe County Child Care Services, which is the local purchaser of subsidized child care for the Division of Child Development, reimburses Star-rated child care providers through a systematic approach.

Public Education Campaign

Conducted by: Big Bridge, Inc.
The focus of the campaign is to increase community awareness of Smart Start funded activities, and to educate families with children 0-5 regarding their role in early childhood education and school readiness.
